Guangzhou Nansha New District
Located in the southernmost of Guangzhou, Nansha New District is the city’s only gateway to the sea and the geographical center of the Great Pearl River Delta (PRD) region, one of the major economic development engines in China. It is also an important hub for clusters of cities at both banks of the Pearl River and the country’s south gate open to the rest of the world to build the Maritime Silk Road for the 21st Century.
Being 38 sea miles away from Hong Kong and 41 sea miles away from Macao, Nansha New District has the geographical proximity to help Hong Kong and Macao business better explore the mainland market and facilitate mainland business to go international. Also, it is surrounded by 11 inland international metropolises such as Shenzhen, Foshan and Dongguan within an 100-km radius region, which encompasses a relatively wealthy population of 60 million and an accumulated economy accounting for one seventh of the country's total. Five international airports are located within 100-km radius of Nansha at Guanghzou, Shenzhen, Hong Kong, Macao and Zhuhai. Nansha Port has over one hundred operating routes, including 63 international ones, with annual container throughout exceeding 18 million TEUs, as well as over 50 ferry lines. Nansha also has established direct links with 157 pan-PRDs cities on dry-port cooperation. Nansha now has built a fast and efficient transportation network, and more such facilities will be built in the near future, aiming to reach at PRD cities within an hour's ride from Nansha.
Nansha was approved by the State Council to set up a state-level new zone in 2012 and a FTZ in 2014, thus enjoys the advantage of dual development. The development of Nansha is with state-level strategic significance, it's becoming a forefront of new round of reforms of China, as well as an important platform to promote international cooperation and competition in the global economy. With a size of 803 square kilometers, Nansha New Zone has jurisdiction over three streets and six towns, with a spatial structure featuring one core and four zones; while with a size of 60 square kilometers, Nansha FTZ has seven functional sub-zones, focusing on investment, financial business, technological innovation, manufacturing, shipping logistics, information technology and modern service industry.
Nansha has established a solid industrial foundation featuring the integration of modern service industry and advanced manufacturing, focusing on automobile, modern service industries, shipping and logistics, financial innovation, international commerce, ecological agriculture, etc. As an important shipping hub ranking the 12th among ports in the world, Nansha New Zone has one of the three state-level ship manufacturing bases, a state-level automobile and auto parts manufacturing and export base, an advanced equipment industrial cluster, as well as many state-level technological innovation and incubation centers. Till now, many Fortune 500 companies have settled in Nansha.
For providing a better business environment and livable residential atmosphere to approach a high urban development Standard, Nansha has also built a complete system of urban facilities. This system includes various facilities of public transportation, medical service, shopping, education, office building, hotel, sightseeing and leisure. The first institution for foreign capital's convenience is negative list, which specifies areas where foreign capital is banned or limited. Areas not listed are assumed to have no restrictions at all and foreign investment will be able to access national treatment in areas not listed in the negative list. The negative list provides clear-cut and transparent industry access for investment. For sectors not include in the negative list, the filing system takes the place of the traditional approval system for foreign investment projects.
Nansha has also make great achievements in its customs clearance system featuring the use of smart technologies. Till now, a great many of pilot reforms, including the single-window administrative service, Internet-based custom clearance, self-help custom clearance for international transit goods, smart port and submission of inspection fee through government procurement and product quality traceability system on imported goods through cross-border e-commerce.
By implementing a streamlined business registration service,an application can obtain the Business License with industrial and commercial registration code, Organization Code Certificate, Tax Registration Certificate and Official Seal of the company without 24 hours upon submitting the application materials, the fastest of such a service in China.
Nansha has launched China's first innovative taxation service, including self-declaration and single-window handling of local and state tax, as well as China's First court. Nansha's goal is to set up a unified law enforcement system to oversee the entire administrative operation. Nansha will continue to pilot FTZ circuit trial, international arbitration and commercial mediation.
